“如果你能够看到鱼翅是怎样做成的,鲨鱼的鱼鳍是如何被割下的,以及每年有七千多万条鲨鱼,最终是为了鱼翅汤而送命,你还会购买它吗?有将近三分之一的鲨鱼物种都濒临灭绝,但是,我们可以拯救它们。请记住,没有买卖,就没有杀害!”一则公益广告的话语,让多少人幡然醒悟!而钓鱼岛事件,又让多少人意识到中国的海洋权益!人类的生命来自海洋,人类的文化起源于海洋,海洋是地球上最大的“宝库”。海洋的浩瀚壮观、变幻多端、自由傲放、奥秘无穷,都使得人类视海洋为力量与智慧的象征与载体。中华民族是人类海洋文化的主要缔造者之一。中华民族祖祖辈辈所居住的大地,东南两面临海,海岸线漫长,这样的地理环境,孕育了祖国悠久的海洋文化。海洋中存在丰富的自然资源,是人类文明的发源地,人们越来越认识到海洋是人类生存的第二空间,是实现可持续发展的重要领域。我国是一个濒海大国:第一,我国濒临的海洋从北到南依次为渤海、黄海、东海、南海,渤海是深入我国大陆的内海;其他三个是我国在太平洋中的边缘海;第二,我国海疆北起鸭绿江,南至曾母暗沙,东起钓鱼岛群岛,西至北仑河口;第三,我国拥有约8万千米的大陆海岸线和4万千米的岛屿海岸线;第四,我国面积在500平方米以上的岛屿有6900多个;第五,我国拥有面积约300万平方千米的管辖海域,约占全国陆地面积1/3,其中领海面积约38万平方千米。海洋是我们国家的另一条生命补给线。我国海洋资源虽然丰富,但开发利用的程度很低,人类面临着人口问题,粮食问题,环境问题等等。人类赖以生存的陆地空间已不堪重负。地球上生物资源的80%分布在海洋里,海洋给人类提供食物能力是陆地的1000倍。在海洋生态不受破坏的情况下每年可向人类提供30亿吨水产品。因此,海洋的开发利用潜力巨大,前景广阔。向海洋进军,让海洋资源服务于人类,对我国经济的发展具有重要意义。海洋是生命的摇篮,海水不仅是宝贵的水资源,而且蕴藏着丰富的化学资源。海洋里的生物可以食用、药用、(本身是药物,或者可由生物体提炼出药物)、科研用途、娱乐用途(饲养、观赏)、农用(饵料)、生物能等等;海洋里的物理资源或能源资源有:发电(波浪发电、潮汐发电、温(盐)差发电等等);海洋的化学资源有:海水淡化成淡水、海水中直接提取痕量元素(金、铀、氘、溴、碘、镁、钾……)、海水中直接提取化合物(食盐、芒硝、石膏、重水、卤水等等);海洋的地质(矿物)资源:锰核、石油、天然气、矿砂、底砂等;海水可直接利用的例子有:利用冰山提取淡水、海水冷却核电厂发电机组及其他机械、海水脱硫、冲洗、稀释等等;海洋的空间资源有:运输、航行、休闲娱乐等。海水可以通过其热能和机械能等给我们电能,从海水中还可提取出像汽油、柴油那样的燃料——铀和重水。铀在海水中的储量十分可观,达45亿吨左右,相当于陆地总贮量的4500倍,按燃烧发生的热量计算,至少可供全世界使用1万年!中国拥有丰富的海洋资源。油气资源沉积盆地约70万平方公里,石油资源量估计为240亿吨左右,天然气资源量估计为14万亿立方米,还有大量的天然气水合物资源,即最有希望在本世纪成为油气替代能源的“可燃冰”。首先,我要号召大家保护海洋生态环境。我们从大海中索取的实在是太多了,海洋为我们提供了各种食物,提供船舶航行的条件,给我们呈现美丽的风景,但是人类在利用海洋的同时并没有悉心呵护海洋,她现在面临着海水污染等各种问题,所以我们的当务之急是遏制海洋生态环境不断恶化的趋势,让海洋生态环境有一个明显改观,这需要所有人共同的努力,及早树立起保护海洋的意识。海洋能有效地缓解中国的能源问题,减少进口量和对外国能源的依赖,海洋是内陆的有效屏障,即便要发生战争也不容易烧到内陆上,海洋是谋求海外发展的重要通道,能有效地帮助经济的发展。海洋既是人类生存的基本空间,也是国际政治斗争的重要舞台,儿海洋政治斗争的中心,是海洋权益。全球愈演愈烈的海权之争,背后都是巨大的海洋权益。我国有许多事件关于海洋权益,其原因不外于:历史原因,周边国家对资源的觊觎,与我国长期以来对海洋权益的漠视也是现阶段与周边国家海洋权益争端白热化的原因。中国作为一个海洋大国,海域面积广阔,所辖岛屿众多,维护海洋权益注定是一个长期任务。面对目前的一些分歧和争端,面对未来可能出现的摩擦和冲突,我们需要在政治、经济、外交、军事等各个领域共同发力,从官方到民间齐心合力,通过制度化的手段和各方面的压力,使地区风险始终处于管控之中。只有采取更多实质性的手段,给挑衅者划出红线,才能让他们清醒起来,不敢随便造次。一个强大的中国,需要以鲜明的主张和坚决的行动,强力捍卫自己的主权和利益,让那些心存侥幸的国家规规矩矩。中国走和平发展道路,但不可能以牺牲自己的领土主权和核心利益为代价。我们不轻言动武,但也从不惧怕讹诈。随着综合国力大幅提升,我们还在积累越来越多的资源和手段,去始终把握住未来局势发展的主动权。争夺海洋权益,其中不外乎是为了海洋利益,这些利益主要包括:保卫国家主权与领土完整,防御敌对国家从海上的打击和入侵;保卫支持我国经济可持续发展海洋资源的安全,维护海洋权益;维护我对外贸易海上航运通道、石油航线以及重大海外利益的安全。此外,还有打击海上恐怖主义、海盗、走私和跨国犯罪等问题,营造和平、良好的地区海上安全秩序;改善海洋环境,维护我国可持续发展和生存空间的质量;等等。总之,海洋对一个国家的各个方面都有着非常巨大,不可能形容的重要性,维护中国,海洋权益势在必行!
