进入二十世纪，人类进入一个经济快速发展的时期，尤其是发展中国家，通过对资源的过度利用，促进经济的飞速发展，同时也造成了诸多的环境问题。如大对资源的过度开采，也造成了一系列的污染问题，可以说人类为此付出了巨大的代价，保护环境成为人类发展的重要问题。要发展经济，又要保护环境，这二者能否兼顾? 可以说，在资源有限的前提下，人类生存环境的保护与经济发展之间至少在短期存在着矛盾。人类必须对如何在经济发展与环境保护之间分配资源的问题作出取舍：在其中任何一方面增加资源的投入，在短期必然会减少另一方面资源的投入。对资金短缺的发展中国家，这一矛盾尤其尖锐。但是从长期看，环境保护与经济发展并不一定是矛盾的。环境的改善可能有助于经济的发展，而经济的发展则能为环境保护提供资金和技术。从客观上来分析，经济发展和环境保护的关系是彼此依托，互相推动的。一方面 21 世纪所提倡的可持续的经济发展，，其最大的特点就是将环境作为经济成本的一个部分，因而环境保护成为了降低成本，提高经济效益的途径。经济发展速度的持续性和稳定性，依赖于自然资源的丰富程度和持续生产能力，因而保护和改善环境提供了经济稳定持续发展的物质基础和条件。另一方面，我们今天所说的环境保护，不只是单单的保护，或者是消极的防治，而是在保护的前提下，对环境进行合理的开发和利用。要求人类以文明倒退来保存自然的原始是荒谬可笑的。今天的环保不但不能要求经济停滞不前。还恰恰需要经济持续的力量为环保提供物质上，技术上的条件。由此看来，经济发展和环境保护是相辅相成，唇齿相依，是完全可以并行不悖的。发展经济必须保护环境是发展经济的本质要求。发展经济是为了提高人民的生活水平。在我国发展经济是为了解决人民日益增长的物质文化需求。我国脱胎于半殖民地、半封建的农业国，经济基础薄弱，工业化程度低，在经济发展过程中发展经济与保护环境的矛盾普遍存在。保护环境，包括保护人民群众生活环境和自然环境。老实说，在城市存在发展经济尤其是发展工业对居民生活产生不良影响的情况，在农村更是存在破坏自然环境和生态环境的问题。发展经济的目的是为了提高人民生活水平，而发展过程中因破坏环境影响人民生活，则违背了发展经济的本意。发展经济必须保护环境是可持续发展战略的要求。我们生活的环境，我们的子孙后代也要在这里生活，我们发展经济破坏了环境，有些破坏是无法弥补的，是对子孙后代的犯罪。现在世界各国都已高度重视可持续发展战略的研究，大力发展绿色工业，无公害产业。我国是具有悠久历史和文明的大国，在发展经济过程中更应该重视环境保护，为子孙后代留下美好的生活空间。发展经济必须保护环境是自然规律的要求。经济发展过程中，如果自然环境受到了严重损害，那么我们将受到自然的严厉惩罚。重大的洪涝灾害都是破坏环境造成的必然结果。在抗洪救灾中消耗的人力、物力、财力恐怕已超过了牺牲环境的经济发展成果。自然规律是无情的，谁侵犯了它谁将受到它的报复。我们必须高度重视发展经济过程中保护自然环境和社会环境。可持续发展的提出，为经济发展与环境的保护提供了一种可行的战略。可持续发展是指既满足现代人的需求，又不损害后代人对于自然资源、生存环境的需求。换句话说，就是指经济、社会、资源和环境保护协调发展，它们是一个密不可分的系统，既要达到发展经济的目的，又要保护好人类赖以生存的大气、淡水、海洋、土地和森林等自然资源和环境，使子孙后代能够永续发展和安居乐业。可持续发展的内涵有两个最基本的方面，即发展与持续性，发展是前提，是基础，持续性是关键，没有发展，也就没有必要去讨论是否可持续了；没有可持续性，发展就行将终止。发展应理解为两方面：首先，它至少应含有人类社会物质财富的增长，因此经济增长是发展的基础。其次，发展作为一个国家或区域内部经济和社会制度的必经过程，它以所有人的利益增进为标准，以追求社会全面进步为最终目标。持续性也有两方面意思：首先，自然资源的存量和环境的承载能力是有限的，这种物质上的稀缺性和在经济上的稀缺性相结合，共同构成经济社会发展的限制条件。其次，在经济发展过程中，当代人不仅要考虑自身的利益，而且应该重视后代的人的利益，既要兼顾各代人的利益，还要为后代发展留有余地。可持续发展是发展与可持续的统一，两者相辅相成，互为因果。放弃发展，则无可持续可言，只顾发展而不考虑可持续，长远发展将丧失根基。可持续发展战略追求的是近期目标与长远目标，近期利益与长远利益的最佳兼顾，经济、社会、人口、资源、环境的全面协调发展。可持续发展涉及人类社会的方方面面。走可持续发展之路，意味着社会的整体变革，包括社会、经济、人口、资源、环境等诸领域在内的整体变革。发展的内涵主要是经济的发展，社会的进步。可持续发展是一项经济和社会发展的长期战略。其主要包括资源和生态环境可持续发展、经济可持续发展和社会可持续发展三个方面。首先可持续发展以资源的可持续利用和良好的生态环境为基础。其次，可持续发展以经济可持续发展为前提。再次，可持续发展问题的中心是人，以谋求社会的全面进步为目标。中国已经把可持续发展战略作为一项国策来实行，只有在实现经济的快速增长的同时，与保护环境联系起来，走可持续发展道路，才能保证中国的不断崛起与不断强大。经济发展与环境保护的关系，不仅是环境经济学的中心课题，而且也是人类社会、经济、环境可持续发展的核心问题。经济发展对环境变化起主导作用，但并不否定环境变化对经济发展的反作用。协调经济发展与环境保护的关系，对发展中国家的具体情况要进行具体的分析。经济的发展只有与环境的发展保持协调，才能实现经济的持续稳定发展；正确处理经济与环境的关系，就能使两者协调发展。为此，中国要正确制定和实施经济与环境协调发展的发展战略。从经济发展方针策略来看，我们不仅要在环境保护中实行对外开放，也要在对外开放中实行环境保护，因为，只有经济与环境的协调发展，才会为外资的流入创造条件，有了资金就会促进经济的更进一步发展。这是中国实现可持续发展的惟一正确选择。自然生态环境是经济发展的物质基础，是人类生存和发展之本，如果破坏了这一基础，人类当前和未来的发展都要受到严重的制约。中国人口众多、人均资源量少，为发展所提供的空间有限，因此，只有使经济与环境协调发展，才能使有限的自然资源不仅满足当代人的需要，而且能够保证子孙后代的永续利用。中国实现环境与经济协调发展战略，需要解决的主要问题和方法如下。第一，加快实现经济增长方式的转变。经济增长方式的转变主要是从粗放型向集约型的转变；从扩大再生产方式来看，应由处延型扩大再生产向内涵型扩大再生产转变；从速度和效益来看，应由速度型向效益型转变：从投入产出来看，应实现“低投入、低产出一高投入、高产出一低投入、高产出”的转变。只有这样，才能在实现中国经济持续、稳定、快速发展的基础上，实现对自然生态环境的保护。第二，经济发展目标应由单一目标型向综合目标型转变。传统的发展战略，是以追求国民总产值的增长为其目标的。单纯追求经济的高速增长，必然忽视环境保护，加剧生态条件恶化与环境质量下降，其结果只能是使环境遭到破坏，经济发展也难以为继。因此，经济发展目标应该由单一型向多元型转变，即经济发展既要有经济目标，又要有环境目标、生活质量目标等综合目标。只有把环境质量纳入经济发展目标，才能使经济发展与环境保护协调起来，使经济、社会和生态环境同步发展。第三，从对自然资源的单纯消耗向有效保护、合理开发和充分利用相统一的资源发展战略转变。中国传统的经济增长是建立在对自然资源的掠夺性开发、榨取性利用和浪费性使用的基础上的。这种只讲利用，不讲保护，忽视其增殖的盲目开发利用，必然导致自然资源的严重破坏和浪费，使人与资源的矛盾日趋尖锐化。因此，中国的资源发展战略，应是经济系统对生态系统的各种自然资源的最优利用和有效保护。应在保护中合理利用，在合理利用中更新增殖，保护开发利用与更新增殖相平衡，实现生态经济平衡，使自然资源的自然再生产和经济再生产都能顺利地进行，把经济社会发展建立在自然资源的稳定持续供给能力的基础上，协调好人与资源、环境的关系，协调好经济与资源、环境的关系。为此，要改革现行国民经济核算体系，树立环境资源有价值的观念，建立资源节约型产业，提高全民环境意识。第四，增加一定比例的环保投资，促进经济与环境的协调发展。一国环保投资占同期GNP的比例问题，是协调经济发展与环境保护之间关系的一个重要指标。中国是一个发展中国家，环境欠账严重，如果不及时提高环保投资的比例，不仅旧账难清，新账又欠，而且势必影响整个国民经济的发展。因此，为实现环境与经济的协调发展，必须适当增加并保持一定比例的环保投资。除提高环保投资水平外，还要进一步提高环保投资效益，使投资资金更好地发挥效用。总之，经济发展与环境保护的关系是一种对立统一的关系，两者之间既存在矛盾，又可以协调。经济发展带来了环境问题，却又增强了解决环境问题的能力；环境问题的解决，又增强了经济持续发展的能力。两者协调的目标是既能发展经济，又能使环境质量逐步改善，以实现经济效益、环境效益和社会效益三者的和谐统一。一、经济增长方式不仅要兼顾产业升级、社会和谐发展，还要兼顾环境保护经济增长方式，要涉及诸如产业结构、技术结构的调整和优化，经济效益、质量的提高和优化，经济体制、制度的不断完善，生态环境的修复和保护，资源的节约利用和优化，摆脱贫困、公平分配及增加社会福利等。还要正确理解"经济增长方式"与"经济发展方式"的关系，发展更加注重经济、社会、生态之间的相互协调，更加注重社会公平分配与社会和谐发展。转变镇江的经济发展方式，由经济发展的数量型向质量型转变，由单纯追求增长速度型向实现可持续发展的方向转变。二、促进经济发展与生态环境保护协调发展在一个城市、一个地区，经济发展是生态环境的基础和动力，生态环境是经济发展的条件和保障，二者是相辅相成、互相影响的关系。经济发展与环境保护是相互制约、相互依存的辩证统一关系。推进环境保护和经济发展协调发展，要树立科学发展观，转变经济发展方式，加大对环境保护的资金投入，完善环境保护政策法规体系，完善政府绩效评价机制、监督机制和对政府部门失职的惩处机制。　在发展理念上，在做法上，要努力构筑以绿色理念为方向、以高新技术为引领、以集群发展为特征、以现代服务业、绿色制造业、战略新兴产业为支柱的健康产业发展结构。工厂生产工艺要采用绿色的生产方式，大力发展低碳经济、循环经济，同时减少对传统高耗能产业投资，加强节能、低碳、环保技术的攻关和突破，分期分批逐步淘汰污染严重的落后产能。严格限制工业园区扩张，在重点建设现有的工业园区的基础上，力争不再开设新的工业园区。合理开采矿产资源，控制开采规模，要让矿产资源永继利用。

随着我国经济的发展，有效利用能源、减少环境污染、降低安全生产事故频次，防止突发环境事件，确保生命安全的重要性日益凸显。制定并执行环保政策和措施，致在保护环境的同时改善人民的生活质量，已经成为我国民生工程的关注点。中国化工业价值链的发展，在整个国民经济中具有显赫的地位，但是，环境污染问题，在化工领域尤其是中小化工企业存在的问题，是不可懈怠和轻视的；当前我国正处在工业化快速发展期，处在环境污染、资源消耗的高峰期，环境状况距离全面建设小康社会的要求有相当大的差距。如何在加快发展的同时，切实保护好环境，促进人与自然的和谐发展，这是中国21世纪面临的最严峻的挑战之一。笔者以为，只有牢固树立和认真落实科学的发展观，通过发展来解决环境问题，通过解决环境问题来促进发展，走发展与环境保护之路，才能实现科学发展。一、中国经济发展和环境保护现状中国改革开放以来创造了许多奇迹，创造了许多世界第一，一方面，经济增速第一、外汇储备第一、外国直接投资引入第一、主要工业品产量第一，与此同时，中国是建材消费第一、能源消耗第一、空气污染排放第一、水污染排放第一。江河水系70%受到污染，流经城市90%以上严重污染，城市垃圾处理率不足20%，农村5亿吨垃圾露天存放，三亿多农民喝不到干净的水，四亿多城市居民呼吸不到新鲜空气。中国实在没有能力和办法向外国转移生态和环境成本。燃烧自己与进口的能源以后，只能把污染留在自己土地上，当然也留下了GDP。现在的GDP有很大一部分是环境资源成本，我是绿色GDP课题小组组长，"绿色"包含的是矿产、森林、土地、水、动物五大自然资源耗减成本与污染损失、生态破坏两大环境退化成本，一共是七项。基于现有技术力量，我们只能算其中一项，就是环境污染损失，即使在这一项中，我们也只算出了一半多，而地下水污染、土壤污染都没有算进去。仅仅这一点已占2004年GDP的05%，今年年底我们将公布2005年的污染成本，还会把其他项类尽可能多算些。至今年年底，污染成本比例没有降下来，反而反弹。十五计划中GDP指标都超额完成，环保指标一项没有完成。十一五能不能完成，我不敢说。这并不是一件奇怪的事，因为拉动中国GDP增长的几乎都是高耗能高污染产业。例如中国的大气污染，90%以上来自于重化工业。其中70%的空气污染来源于火电，火电投资每年以50%速度递增，这当然拉动煤炭需求，今年是24亿吨，2010年可能是30亿吨，这会产生大量二氧化硫。脱硫政策已经出台，但如今95%火电厂没有安装或没有使用脱硫设施，我们管不住，这就是体制问题。中国二氧化硫的容量是1200万吨，但2005年排放量是2500万吨，现在是2700万吨，2010年预计达到3200万吨。如果中国不改变我们85%的燃煤结构，不改变这种传统工业生产和消费方式，即传统发展模式，环境严峻期将提前来到，会带来严重的社会问题。2005年中国发生1万起环境纠纷，40万人次投诉和上访，而且以30%的速度在递增。生态和土地拆迁问题搅在一起，会成为社会问题新的不稳定因素。污染严重影响人体健康，早已引起人民群众强烈不满。环境不公平也正在加重着社会不公平。除了社会问题，还带来巨大国际压力。发达国家最关心气候变化问题，认为中国至今还没有调整能源结构。他们一方面指责和批评中国，一方面提高本国环保标准，大量向中国转移高耗能、高污染产业;一方面他们没有完全履行在环保技术资金方面对发展中国家的承诺，一方面设置绿色贸易壁垒来制约中国。今年欧盟又要出两项更加严厉的环保禁令，我国出口损失会越来越大。外国从来没有相信中国能够和平崛起，他们认为中国只要每人一台车，这些用油需求必然会牵动全球油价，必然涉及国际金融，中国为保护石油通道安全，必然会增加国防力量，必然会参与地缘政治。这一系列的推演就成了中国威胁论产生的原因之一。西方工业文明产生有很多原因，宗教改革、文艺复兴、科技革命、商业革命等等，但其发展过程中最重要的一点是发现新大陆，开拓了海外殖民地，转移了一系列社会矛盾、政治矛盾、经济矛盾。几十年前，他们终于发现，什么矛盾都能转移，唯有污染转不出去。谁让大家不幸生在一个地球?他们只能一边选择生态工业文明，一边有限帮助、无限督促发展中国家走生态工业道路。
