先说一下Cover letter的框架，一般应注意包括以下内容：
1. 开头注意附上稿件的关键信息，主要包括Title、 Manuscript ID等；
2. 表达对责任编辑的感谢；
3. 表达对审稿人（Reviewers）的感谢；
4. 表明你（们）已对编辑和审稿人提出的建议做出相应的修改（Revisions），不用过于详细，细节性的内容可以在Response to reviewers里呈现。

期刊投稿返回修改
论文的审核分了多个步奏，并且修改后都会继续重新审核，并不是按照编辑的意见修改了就直接通过，不用重新审核了。这种情况耐心等待二次审核结果就好，并且可能也会返回修改意见要求修改，修改一定要理解编辑的意思后再进行修改，不然会出现和编辑的理解出现偏差而没有进行编辑想要的修改结果，有些期刊多次审核没有通过后会直接撤稿，这点需要注意。如果是外国期刊，给了审稿人，但是审稿人未必会审阅稿件，因为他看不懂，所以稿件很有可能被拒绝，然后编辑还要从新找寻审稿人，如果方向比较新颖，或者投的刊物比较偏门，都会有这种问题，不是每个审稿人都会有兴趣阅读你得文章。比如有些文章才有了很先进的分析手段，例如最新型的仪器，一些审稿人没用过，不了解，也不知道该仪器的适用范围和可靠程度，就很可能拒掉你得稿件，然编辑再去物色审稿人。当然了，有些人退稿纯粹是因为没时间，或者不想看，各种原因都有。近些年来SCI国人投稿的速度爆炸，有些审稿人坦言，看后想吐，一些比较厉害的专家甚至专门雇人处理稿件问题。专业老师在线权威答疑 zy.offercoming.com
表示人家不收你的，还是有缺陷的文章，要修改在去投稿的，
和期刊社沟通联系。如果论文投稿以后不想投稿或者修改，那么应该尽快联系投稿期刊的编辑部，可以将具体的原因告知对方，这样就可以及时的撤稿修改，但是如果论文已经被录用，并且作者支付了相应的费用，期刊已经进入了排版阶段，那么是不能够进行撤稿的。
期刊投稿返回修改信息
一般来说不用，比较正规的期刊都有自己的投稿系统，修改稿一般都有相应选项，比如会要求你上传对应的修改稿件，比如有的期刊会明确要求上传两个不同版本的manuscript，第一个标注修订的稿件，不标注修订的稿件。你想跟编辑说的话放在coverletter里面就行了，简单说几句，告诉编辑稿件编号，已经修改完毕云云即可。好点的期刊编辑都很忙的，没有重要的事情，比如：催稿。否则不要没事联系编辑。
基本上就能发表了，修改的时候多考虑编辑提出的修改意见，有针对性地修改一下就好了。版权转让协议一般期刊都有，只不过现在很多都是通过网站确认版权转让的。
发表文章和签署论文著作权转让协议是两件事，没有直接关系。你提到的可能是有些杂志为了自己以后使用方便，强行要求论文作者签署的霸王协议。这种协议的签署对你的享有的权利有所侵犯，最好不要签署。你发的是哪一个核心期刊，我给你查一下
SCI期刊的修改意见，无非包括大修与小修。大修需要修改的内容很多，文章被接收的周期可能拖延。而小修给人的感觉即是稍加修改后即可接收。这个是相对而言，大修可以很快进入小修，而极少情况下的小修也有可能推迟接受，甚至出现意外-拒稿！ 遇到大修不要灰心，这很正常！应该想到另一个方面：至少还没拒稿，说明还是有修改意义。这项研究没有白做，值得庆贺！大修的文章会有很多的修改意见，建议大家逐条回复。将不同Reviewer的意见进行逐条回复，渗透到每一个细节。当然也要注意没有提出修改意见的内容。如果发现语法或内容的错误，要尽早修改。如果存在试验漏洞，也要及时补充。不要保存侥幸心理。或许审稿人觉得没必要补充试验，但是本着负责任的态度，研究者如果觉得有必要添加试验，那么就可以在修改时添加该方面的内容，这样给人一种专业的感觉。期刊的Reviewer与Editor很可能被你的专业素养所感动。 大修后需要看一下状态，如果大修后还是大修，那么可要仔细修改，如果不能进行到小修的话。下一步很可能就是拒稿。当然不排除仔细修改后进入小修及发表的状态。这体现的意义就是你这篇文章符合他们刊发的考虑范围，但是内容还没有修改到他们的预期。如果能进入到小修的话，那么就可以稍稍松口气，毕竟离被接收就不远了。 得到小修的回复是比较幸运的。但是有些人有这样的经历：经过两次小修。说白了就是被胜利冲昏了头脑。自以为“小修即可高枕无忧”！其实小修更要注意细节的内容，那些经历两次小修的人，就是细节考虑的不够到位。建议修改时也要跟大修一样重视。重新修改论文，甚至可以交给其他同行修改一下，提提其他的修改意见，将所有的问题都暴露出来，一并修改后，返回给编辑。在回复时告知对方我们不但修改了提出修改意见的地方，同时还对其他我们觉得不够妥善的地方进行了再次润色（注意请将再次修改的内容在回复内阐述）。 由于期刊编辑给出的修改意见都是他本人整合了审稿人的修改意见给的。所以他的无非就是陈述审稿人给出的意见，然后要求你按照他们的修改意见进行相应的修改。在撰写时，建议大家不要轻易写我们对论文进行了仔细的修改等字眼，万一再被人发现明显的错误，岂不是自己咋了自己的招牌。回复时首先要感谢审稿人的修改意见，尤其是建设性的意见。当然，也要感谢一下编辑。然后根据修改意见进行逐条回复即可。
期刊投稿返回修改内容
