一般向SCI投稿论文时都会写一份Cover letter，即投稿信。它是为了帮助 编辑 快速了解文章内容和找到合适的审稿人，一篇内容恰当的cover letter会给你的工作锦上添花，掷出投稿第一块敲门砖。
但 Cell Press 的editor觉得不少人都不知道为什么要写Cover letter，错误地在这部分重复摘要中的内容，这无疑是极大的浪费。因此就有了下面的指导，跟着 Cell 学，离投 Cell 就不远了。
我稍微整理了一下格式，并将重点加以标记。后面提供了三份 模板 ，有一份有详细的注释。
Cover letters are provided for editors only , which means that, unlike the title and abstract that will be visible to, let’s hope, billions of people once the paper is published, the cover letter is going to be seen and read by a very tiny group of people.
Nevertheless, these are the people who have the responsibility to decide whether a manuscript is suitable for consideration in the journal it was submitted to . So, convincing the editors that your paper makes a valuable contribution to the knowledge in the field is important, and that’s why you need to put your cover letter to work.
The cover letter is your first “formal” interaction with a journal, and it embodies a request, so to speak, to consider your article for publication. But it also provides you with an excellent opportunity to present the significance of your scientific contribution.
Some Tips from Catarina, the Editor of Trends in Molecular Medicine.
Two aspects you need to understand clearly.
1). Let’s start with content.
You should succinctly explain what was previously known and then state your motivation for wishing to publish.

2). Get to the point .
Succinctly explain the topic of discussion , and quickly convey the key conclusions . Generally, one page suffices and is preferred.
3). Do not rehash the abstract of the paper .
Copying and pasting the abstract into your cover letter verbatim is a big no-no . Instead, you need to venture beyond the summary: write a sentence that takes you further than the obvious conclusions .

4). Get excited !
Your excitement about the scientific contributions can undoubtedly inspire the editor who’s reading the cover letter. Overall, the sentiment of “ you’re gonna love reading this paper! “ should seep through—make that happen!
5). Including a wish list of reviewers .
Relevant information on potential reviewers (including their field of expertise) can be included and is definitely a plus , as it can be quite helpful to the editor .
Don’t provide a long list of excluded reviewers (three maximum), and most certainly do not suggest excluding authors from entire continents on the map! Also, save the editor some time by specifying which author should be the lead contact , and indicate their affiliation.

6). Keep it simple and humble .
In terms of style, consider sincerity and simplicity . Statements indicating that the article or related findings have been presented at X number of conferences and are “tremendously” well received by the scientific community—or otherwise— do not add much to the cover letter. They might instead suggest right off the bat that a lot of cooing and convincing of the journal editor will be required. So let the “science” speak for itself . Also, a statement declaring that the article is original and isn’t being considered elsewhere can only add to your cause!
7). Proofread your letter by checking the spelling, grammar, and syntax .
8). Check every detail .
Avoid mistakes such as directing the cover letter to the editor(s) of a different journal, or to a different journal altogether .
A poor example:
Dear Editor-in-Chief, I am sending you our manuscript entitled “Large Scale Analysis of Cell Cycle Regulators in bladder cancer” by Researcher et al. We would like to have the manuscript considered for publication in Pathobiology. Please let me know of your decision at your earliest convenience. 首先你要了解审稿时间问题：虽然国外的权威学术期刊其审稿流程是比较严格的，但审稿周期一般情况下不是很长。审稿时间是由编辑初审时间、审稿人审稿时间、编辑给出意见的时间组成的。 编辑初审时间 当你的稿件投到杂志社后，编辑会对稿件进行必要的审阅，看是否符合该期刊的办刊原则，对不符合原则的稿件，编辑可以直接拒稿，这也为了减轻审稿人的负担；还有就是要看稿件所涉及的领域，好找该领域的审稿人审稿。一般情况下会由主编安排副主编去找审稿人，有的则由某个编辑直接找审稿人。编辑初审时间一般在1－2周，遇特殊情况，如法定假期、编辑出差等，审稿时间会更长。 审稿人审稿时间 这一阶段审稿周期比较长，几乎占整个审稿周期的一多半时间。一般情况下，杂志给审稿人的审稿时间一般是：通讯2－3周，全文3－4周，但由于审稿人只是义务，没有责任，所以如果超出这个时间，编辑也只能催促一下，如果审稿人一直没有审稿，编辑部可能重新找审稿人，这样的话，稿件的审稿时间就会特别长。 编辑部给出意见的时间 审稿人意见返回编辑部后，如果2－3个审稿人意见统一，编辑的结论就好下，如果不统一，编辑就有权做出决定，如果编辑决定不了，可能还要再找审稿人仲裁，这样的审稿时间就会长了许多。编辑部给出意见的时间一般会在1周内。 不同的期刊审稿周期是不同的，过长的审稿时间对有些作者来说绝对是没有好处的，比如数学类的论文，所以审稿周期的长短也是作者选择投稿期刊的考虑因素之一。你都投五个月了还没消息，你赶快去催稿吧。记住要委婉一些，其实两周没消息的时候你就可以问一下编辑了。附催稿信模板仅供参考：Dear Prof. ×××:Sorry for disturbing you. 期刊投稿信模板
Cover letter中文叫做投稿信，是在投稿的时候写给编辑的信，作用跟古时候拜访人家用的拜帖有点相似。如果把期刊编辑形容成住在高墙大院里的名门望族，那投稿人就是希望给伯乐相中的无名小辈，这么说来拜帖一定要精致醒目有特色。不过如果作者已经是业内大牛了，估计投稿信是可以随意一些的。 虽说文章能不能发表靠的还是科研价值本身，但是投稿信也是很重要的。在现在发表的文章越来越多，权威期刊不缺稿源的情况下，责任编辑做的是择优录用，先淘汰掉一部分感觉上价值不大的稿件。如果投稿信没有含什么有用的信息，文章一眼看上去又没有太多吸引力，一些责任编辑就会很快做出拒稿决定。当然用的是非常委婉的说法，拒稿信用的也是统一模板。比如： Thank you for submitting your manuscript, referenced below, to <期刊名>. “文章标题” We have examined your paper, and conclude that it is not suitable for this Journal. It is our consensus that a specialized journal in this area would bring your paper to the attention of a more interested audience. This is not a judgement on the technical quality of your manuscript. Sincerely yours, 但是实际上，这篇第二天就被责任编辑拒稿的文章其实符合期刊发表的研究方向，因为有几篇相关的文章就是发表在该期刊上。不过被拒了也就拒了，再去辩解也毫无意义。不过好奇之下，还是去google了一下责任编辑的背景，主要是做光学的，跟文章所属的电磁方向虽然是一大类，但还是有所区别。再回头看那个投稿信，用的就是以前的模板，只是用两句话简要介绍了一下文章的主要结果。模板如下： Editor,Mr./Dr.Dear editor, We would like to submit our manuscript entitled “<文章标题>”, which we wish to be considered for publication in <期刊名>. Best wishes. 虽然投稿信也用两句话说明了一下文章结果的价值，但是在这种责任编辑只是大同行的情况下， 如果这两句话不能打动他，那么他就不一定能够认同文章的价值，就会直接作出拒稿的决定。 所以在重新投其他的期刊的时候，就意识到原先投稿信的分量还不够，还要加上一段文字说明为啥文章适合发表在该期刊上。上个月就有一个影响因子还不错的期刊的编辑给大家发了一个邮件，明确说明了，要是在投稿信里面没有加上这些文字，文章会被直接拒稿。 最能反映适合程度的当然是列出自己已经在该期刊上发表的文章，然后说明这两篇文章是有相关性的。如果没有过往记录呢，找出几篇该期刊最近2,3年发表的，被引用次数还不错的文章列举上去也是很有用的。5年前甚至10年前的就不要列了，因为现在期刊的scope都在不断地调整中，以前的热门方向，也许现在期刊已经看不上了。投稿信加上了这部分之后，重投了另外一个影响因子相当的期刊，文章很快被送审，很快给录用了。虽然不一定是投稿信带来的差异，但是还是愿意在心里认为投稿信也是要用心去写的。 不过也要记住，投稿信不要写得太长，最好在一页内把重要的东西说清楚。写得太长，编辑也会没有耐心看的。 有些人建议在投稿信中把推荐的审稿人也加上。这个视情况而定，如果期刊投稿的时候本身就要求填写几个推荐的审稿人，那么就不用占用投稿信的空间了。但是如果投稿系统没有这一项的话，那在投稿信加上会更好一些。提供的信息可以是审稿人的头衔、姓名、地址和电子邮件。记得多次确认一下，电子邮件是人家有效的而且是常用的。 如果有其他更多关于投稿信的问题，可以来英论阁，这里有全面的指导。而且从期刊选择，文章 英文润色 到发表支持全程一站式服务。
邮件开头称谓要使用敬称，基本的邮件礼仪。正文部分简单介绍自己及希望投稿至什么栏目。简单介绍自己的作品，并以附件形式上传。邮件结尾留下自己的姓名、联系方式等底款
投稿分两种情况，1、直接过去投，2、网投。1、直接过去投对于本校的或者本地的杂志，记得一定要直接过去投。因为这样方便登记，可以减少编辑从网上下载下来慢慢登记的过程。呵呵，有些粗心的编辑说不定会把你的文章给漏掉。去登记的时候，带上三份稿件和电子版。一份便于编辑送出去审稿，一份给编辑保留，一份问编辑哪些需要修改以此表示你投稿的诚意。电子版最好用U盘拷来，邮箱有一份，防止出现意外。记得带上审稿费啊。（论文的格式和需要注意的地方，以后给大家再讲）。现在的杂志一般审稿至少都三个月，因为送给那些教授专家审稿，那些人都是一些大忙人，就算编辑催上几十次，也要三个月，如果不催一年也有可能。2、网投如果是网投，记得不要仅仅发一篇文章给编辑，什么都不说。这样他们会觉得你搞学术都忘了礼貌了。因为每天编辑都会收到几十封甚至几百封投稿邮件。：）发这样的笑脸蛮有用的，他们会觉得你亲切，说不定很快把你的论文下载下来跟你联系。编辑如果不把你的文章下载下来，你的文章就会石沉大海。这次由于我们学校邮箱系统出现问题，也导致我们各个编辑部的几百封投稿都弄丢了。记得一定要留你的联系方式，手机，座机，QQ，地址，邮编等一切可能的联系方式。当编辑跟你联系后，记得要记下他的联系方式，按照编辑的方式汇款，记得经常打电话询问你需要做什么样的修改。增刊一般学校都不承认。核心期刊的增刊一般都算是非核心期刊处理，具体的还要询问导师。研究生答辩前，如果是核心期刊，需要录用通知就行了；如果是非核心的，需要见刊。一般情况下，核心期刊每期的杂志安排都很超前，如果你需要投稿的话，记得要提前半年的时间，因为审稿还有三个月。除非你有关系或者你导师有关系，这个属于例外。投非核心的就找一个名声好一点都杂志投，这样不给导师丢脸，发表起来容易很多，审稿时候一般比较短，因为他们的稿源不多。一个月左右差不多都可以发表了。
1，点击邮箱，进入邮箱首页。
2，点击左上角的“写信”这一项内容，进入到写信模式中。
3，将要投稿的文章先放在TXT格式中，清除文章的空格和乱码等，再复制粘贴到发送电子邮件的正文中去。根据电子邮件上的编辑模板。
4，在正文中填写自己的名字和联系方式，在邮件“收件人”中填写编辑的额投稿邮箱，在主题中填写主题。一定要按照编辑的而要求填写。例如，有的杂志社要求填写身份证号码，以便发放稿费时用到，则必须要填写。注意联系方式和正文最好不用一个字体，方便编辑审稿。
5，点击电子邮箱文件上方或者下方的“发送”，看到提示“邮件已发送”，表明你的投稿已经成功。

comments是问你对期刊或编辑有何建议。范围很广，可以表明自己投文章的立场，如本论文是作者花费了足够时间和精力完成的，从未发表过，在申请贵期刊间，不会考虑别的期刊等等。
当然同领域内有作者有利益冲突的研究人员，作者可以在此说明，免得冲突人员做审稿人。发表论文可以咨询。
稿准备。
稿件（Manuscript）：Word / Latex格式，部分期刊使用模板（Template）。
作者（Author）：全体作者姓名、工作单位、地址、邮箱、邮编、ORCID及其他信息。注明第一作者，通讯作者，并列作者，根据要求用不同符号标出（通讯作者常用＊）。
投稿信（Cover Letter）：写明期刊名称，文章类型、文章简介、文章亮点、通讯作者姓名、工作单位、地址、邮箱、邮编等联系方式。
图片（Figures）：Tiff / Eps格式，根据要求调整分辨率（DPI），部分期刊要单独上传。
表格（Tables）：放置在Word文档中。部分期刊要单独上传。
推荐或回避审稿人（Recommended / Opposed Reviewers）：根据要求推荐、回避某位的审稿人。
版权转让协议书（Copyright Transfer Agreement）：根据要求签署（Open Access除外）。
图摘（Table of Contents），可选，根据期刊要求。
附加材料（Supplementary Materials）：非关键性的辅助数据、其他图表、影片、音频等。

1、正确选择对口的SCI期刊，可以自行选择期刊。原则上是先投递高影响因子的杂志，然后不断降低级别。
2、不能进行一稿两投，这是严格禁止的。
3、正确选择必须推荐的审稿人：除杂志有要求，或你研究的领域非常狭窄外，不推荐编辑。如果必须选择推荐的审稿人，应尽量选择同行中的专家。
4、催稿应根据这个杂志通常审稿周期来定。具体审稿周期，可以参考投稿系统。
5、提高一次投稿的成功率：文章本身的创新性是第一位因素，对口期刊选择、文章格式完美、语句通顺（符合英文习惯）等也很重要。
6、版权协议和利益冲突表格要谨慎填写。签名时尽量不要代签，以免被编辑发现时的尴尬。
7、尽可能参照投稿说明，认真修改手稿格式。这一点是衡量一位科研工作者的严谨程度，建议大家认真阅读《提交简介》，逐条地改正，以防延误同行评审时间。
8、修改后投稿一定要核对初稿中改正的地方：标题、摘要、简历等。
